how much does a tele lense improve the zoom of a digital camera, it multiplies existing zoom or adds to it.?

i have a sony dsc h9 digital camera with 15x optical zoom. sony sells an accessory by name tele lens with 1.5x. If i attach the same to my digi cam, it make my digital cam zoom to 16.5x or 22.5x. Please clarify. Does it affect the clarity of the images adversely???

    I am looking for a camera that deep zoom (at least 10x) Any websites of discount digital cameras you recommend? I had a Konica Minolta (film) that was good but what is a good one for a digital camera? I also had a kodak (digital Cam.) it was decent.
